Step 1: The Intake


The intake is your starting point in the IDCMP process.During this meeting, our team collects information about your arrest, personal history, and substance use background. You’ll also review and sign necessary forms, which allow us to communicate with the Department of Safety and other authorized entities involved in your case.

Our goal at this stage is to make the process straightforward and supportive — not punitive. We understand that life circumstances, stress, and human decisions can intersect in complex ways. Step 2: The Evaluation


After your intake, you’ll complete a clinical evaluation with one of our providers, who is likely a Licensed Alcohol and Drug Counselors (LADC) or Master's Licensed Alcohol and Drug Counselor (MLADC). This step helps determine the severity of substance use, if any, and whether additional education or treatment is appropriate.


We use the ASAM (American Society of Addiction Medicine) criteria, a nationally recognized standard, to assess six key dimensions of wellness and risk. The evaluation may conclude that you only need to complete an educational class, or it may recommend structured counseling or aftercare.

Step 3: The IDEP (Impaired Driver Education Program)


For many individuals, the next step is completing a 20-hour Impaired Driver Education Program (IDEP). Through Liberty Counseling proudly offers this program in-house, providing a holistic, homegrown curriculum developed by our team.


Our IDEP blends education, motivation, and personal development. Participants explore topics such as decision-making, stress management, and lifestyle balance — not just the legal consequences of impaired driving (thought we talk about that, too!). The goal is to empower lasting growth and awareness while meeting all state requirements.


Step 4: Counseling (If Recommended)


Not everyone referred to an IDCMP will need counseling. However, if your evaluation indicates that additional support is appropriate, counseling must be completed with an approved Impaired Driver Service Provider (IDSP).


Through Liberty Counseling is a licensed IDSP with a team of MLADCs, LCMHC, LICSWs, LADCs, etc and offering both individual and group counseling options. Our work integrates evidence-based practices like Motivational Interviewing and Cognitive Behavioral Therapy and DBT— focusing on self-awareness, accountability, and sustainable behavioral change.


We believe that counseling should never feel punitive. Instead, it’s an opportunity to understand yourself better, develop new skills, and build a healthier relationship with decision-making.


Step 5: Case Management and Following the Service Plan


Once your evaluation and education or counseling requirements are complete, you’ll move into the case management phase. This involves working with your IDCMP care manager to ensure all components of your service plan are completed and reported correctly to the New Hampshire Department of Safety.


Each service plan is individualized, but it generally includes maintaining communication, submitting completion documents, and attending any required follow-up appointments.
